Ball mounts Is it legal to have one when not towing?

Some time ago there was quite the thread about whether is it legal or not to have a ball mount in a TV when no trailer is attached. Came across answer today when looking for other stuff. I suppose a...

I've always been surprised that the insurance companies haven't lobbied to make removal of hitch balls mandatory. They've got to increase the cost of repairing vehicles' wreck damage.
