I don't think much has changed since the last thread about this.
Illegal or notLike many of the discussions here there are many varying opinions on the subject. Regardless of one's own opinion though it seems that so far no one has been able to cite a law in any jurisdiction that makes simply leaving it attached illegal. It may become illegal for other reasons however such as obstructing the license plate view. Even then one could choose to leave the hitch in place and move the license plate so long as they complied with their State code.
