The Reconditioning is a pulse type charge at a certain frequency that is supposed to destroy sulphate. It does not raise battery voltage while running. It runs for 20-24hrs and then you can run another cycle for a second day. They say if you do it for three days and no change then don't bother anymore, but I have gone more days than that.
The Equalize is the other way, where you raise battery voltage and try to get all cells to the same SG at 15.7v. As a by-product it also will desulphate.
I have discovered when nursing beat- up batteries back to passable, that alternating the two methods works well. You Equalize until SG won't rise any more after a couple equalize sessions, then do a day or two of Recondition, then go back and do another Equalize and now your SG will go a bit higher. Repeat as required.
R seems to loosen things up so E can get more done. Eventually you are as far as you can get, so Float them.
