Disconnect the battery leads then plug into 120 volt power and measure voltage across the battery leads positive and negative, at the converter. Zero voltage means converter is not working. The reason you disconnect the battery leads is so when you measure you're not measuring the voltage in the batteries themselves. If your batteries discharge quickly there MAY also be a problem with the batteries but doubt if this is the problem. Small surface charges do not last long when batteries are improperly charged.
