Yes, you can "draw from the well", but you can not recharge them below -20 c (-4 f). That would have included last night (Oct 13, 2018) for me. The alternative is to have them in a heated space--but that means they would get to nearly -40 where I live. I'm certain that is not recommended.

Kind of yes and no on that last statement.
I would not want to depend on LiOn well below freezing (0F), but the good news is once they start to discharge they actually warm up and perform acceptably.
