He shut off the breaker. That is usually considered disconnecting the power. His only mistake was not rechecking for power after shutting off the breaker.

X2, I always check a circuit after tripping the breaker. There is always a possibility that the breaker failed and did not open. Even if I removed a breaker from the system, I would check it to ensure the circuit was dead. It only takes a few seconds to ensure you are safe and not a statistic. JMO
