I use Well Nuts to mount all My Solar Panels ! A Well nut is a Brass ,threaded Nut that is imbedded in a Rubber Plug that expands as the Stainless Steel Bolt is threaded into place.
I seal them with Dicor as I install. Them.
Regardless whether they are in the Rafter or the Roof a Panel these stay put and do not Rust or leak. The bolts can be removed and the brackets and Solar. Panels upgraded easily .
I Sold a Rig a few Years ago that I stripped the Panels off. just reinstalled the Bolts into the Well Nuts and gave a shot of Dicor over them.
I see the new owner often , to date they have not leaked!
To install You drill the proper sized hole in the Roof! Slop some sealer in the Hole and press the Well Nut into place. Then tighten the Bolt to cause the Nut to expand. Let Harden overnight. Unscrew and withdraw the Bolt and mount the Solar Panel Brackets.
