The "All up" signal is controlled by mechanical limit switches located on each jack cylinder, and operated by the foot pad when the jack is fully retracted. The switches open a ground circuit as each jack fully retracts, and the light on the panel comes on only when all four switches are open. That's how it works when all is well, but in your case it looks like there's an unintended open circuit, either in the switches or in the common wire that connects all the switches to the control panel. I suspect you're not going to crawl around under the coach trouble shooting it, so a call to a mobile RV service technician that's familiar with the Bigfoot system might be the way to go.
yep, probably a bad switch at the jack. had a similar problem with my big foots a few years ago. replaced switch and all is well.
