Black tank bound up.
Our black tank won't pump out. The fellow in the park said he got nothing out. When ya look down the toilet it is not empty. Thanks.

Hate to say it, but you got a problem unless you can dump on the ground or hookup a blue tank.
You really can't blast a blockage away without being hooked to sewer. Guessing the RV tech isn't going to want that job either.
If you're not living in the rig then I would put some Rid-X in it and wait a week then try a pump out again. Prior to that make sure your gate valve is working correctly.- Nothing beats a coagulated poop pyramid...

If it can't empty the tank then dump valve is NOT opening.
