Black tank won't drain unless grey valve is open

2015 Evergreen Tesla 3212 5th wheel toy hauler - when I pull the valve labelled black tank nothing flows out, until I open the other valve (not labelled beside it). If I open just the unlabelled valve...

Owned Trailer since new, I've been putting off trying to solve this issue. I've had over 20 issues fixed under warranty, and the quality of the build on this unit has been in question since I took ownership. It would not surprise me in the least if the valves weren't properly installed.
