From the article one would presume that there are 12 eagles killed each year by wind turbines plus an additional 60 or so (estimated by who or how is of question and I find this totally arbitrary). As a footnote, my BIL was maintenance chief at the Altamont facility and he says that is hogwash. Even so, if the total is correct, that would mean 72 eagle deaths per year from wind turbines. That, IMO, is not a significant number of the population of the two species. I also found it interesting that the Bird Association guy stated "hundreds of thousands" of birds killed by wind turbines. How can these folks make statements like that, there is nothing to indicate that is correct or close to any actual numbers.
The Federal Energy and Wildlife people have studied this issue of bird deaths and have found that there is no inordinate amount of bird devastation happening, much less than bird impact into man made structures by a factor of thousands.
