The principles used to dampen movie set generator noise can be adopted to any generator, but understand this point, please.
Water jacketing a DIESEL genset reduces engine noise appreciably. Listen to a Wisconsin 37.5 horsepower air cooled GASOLINE engine then compare it to a jacketed engine and you will understand.
The BEST portable generator sound suppressant is pyramid soft foam about four inches in depth. Making a collapsible four sided enclosure would chop emission 50% db wise. On big boats I built, extremely expensive suppressor motor mounts chopped noise level by an astonishing amount.
But then there are some folks who would cross five hundred feet of campground, only to stomp away disappointed when they found out a suppressed generator was not running. I do not exaggerate.
This is why I wouldn't be caught dead parking in a USA campground. When I boondocked it was always in a rural area. By myself. far far away from an adjacent campsite.
I had a FOOL march uninvited into my campsite in Quartzite and demand to know if I intended to run a partially disassembled belt driven Honda generator. He arrived after I did. I was doing a favor for the owner of the generator. He was a friend of a friend. I had been camped for around one and a half days. When I departed, so did any thought of ever camping in the USA. Until I took Quicksilver to Mexico permanently, I only stayed at Rest Stops on the way to the border. The owner of the RV park ghetto in San Rafael CA looked at the registration and declared "Can't stay here - too old" that was the final straw. Metalflake, with aluminum wheels, Quicksilver is a showpiece. The owner did not bother his fat ass to get out of a chair and look through a window.
So when these endless arguments about generator noise continue to flare up, I can only grimace. It's an indication of just how far down RV camping has sunk. Common sense does not enter the picture.
