Even city municipalities will back-flush water systems via fire-hydrants once a year to get the build up of minerals out of them, and to keep dead-end lines from going stagnate.
You are so right, in our city water system we have a crew that goes to the end of every Ct. and hooks A stand pipe to the end of any water line that is not loop fed and flush the mains.
