And yes, whether you're bucking or boosting voltage, Watts out (dc output) cannot exceed VA's in (ac input). In fact due to losses, Watts out must be less than VA's in.
But with solar being dc-dc, not ac-dc, Watts out cannot exceed Watts in, and in fact, must be less.
So, if someone asks, "Watts up?", you answer, "nope, Watts down!"
