There are two parts of a MPPT controller that gives a advantage over a PWM controller. First is the buck converter that can produce extra amps off of excess voltage. The second is the bulk stage that unlike PWM that cost you watts at lower voltages, can take advantage of the panels full power at any voltage. At 13v + a PWM controller can use the full output of the panel so there is no reason to be in bulk.
As far as what the Eco-W is doing and why, I have no idea. I do know we had plenty of power even though it was fairly cloudy all week and that's what matters the most.
