You have to seal the leak with the correct caulking, not silicone.
You can repair the bulge by draining it (small hole near the bottom of the bulge) then filling it with epoxy (small hole near the top of the bulge and a syringe) then pulling a vacuum on the area to force the bulge back flat or clamping like these guys do.
