There is NO MORE LOW BAND TV signals from 0-13. The FCC changeover starts HDTV reception at the channel 14 Frequencies.
You will find them designated 2.1 3.1 etc but the new frequency band starts at the old VHF channel 14 and up.
Each new frequency assignment now allows for up to 6 digital channels to used like 4.1, 4.2 4.3 etc... Each of the CBS or NBC etc can have a group of six channels. The basic BROADCAST CHANNEL will most likely be the 4.1 etc channel and then they can add five more additional channels for varies things like LIVE RADAR, movie channels, etc...
All channels will transmitter in high def HDTV mode and will be perfectly clear channels or nothing at all. Going DIGITAL solves all of these problems...
This is why when you scan all of the ANALOG channels 0-13 will not show anything anymore. The DIGITAL CHANNELS start at the CHANNEL 14 frequency and go up from there...

The CAMPGROUNDS converted all of their DIGITAL CHANNELS back to Analog that was provided to all of the RV PEDESTAL so that the RV would not have to use a DIGITAL CONVERTER BOX. Only now some of the camp grounds are just started providing DIGITAL HDTV signals at the CABLE INPUT point.
We use the crank-up BATWING antenna on our Trailer alot picking up the DIGITAL HDTV signals from the local towns just about every where we go. Great TV signal watching...
