Cannot open shutoff valve.

I have a water valve for my hot water tank. Looks kinda like the white valve midway in the article.

For some reason, I cannot move that valve. I have not put a wrench on it as it is plastic.

Suggestions?

    You might try wrapping the valve with a hot rag or towel. Pull up on the valve handle while rotating.

    might try a hair dryer and gentle wiggle it with a wrench, I,d use a adjustable wrench closed on the blade .

    Are you sure you are turning it the CORRECT way. Some of those quarter turn valves only turn one way to open the other to close.

    Let us know if that's it.. Some days it is the simple solution that gives you a bad case of face palm.. Some days it's not.
