the breaker is not tripping and has no effect on his problem
its unlikely the 12ga wiring `in the wall` has been replaced with 14ga
even if somebody put in a 15amp breaker it would still be legal
but he did say 20amp circuit NOT tripping
although i would replace that `hockey puck` adapter those are bad news and nothing but trouble, that could be the whole problem, those things melt on the inside

Required 12ga wire and 20 amp breaker on the outlet circuit, even back in 1960
14ga minimum for lighting circuit, like your ceiling lights
