Capacitor for complete electrical system not just air?

I know there are hard start capacitors for air conditioners, but my question is are there solutions for the entire electrical system. IE: a capacitor which would provide surge current for any load on ...

Yes, they are called power factor correction capacitors if you have fairly large inductive loads. Not easy to implement/install for most equipment.
