The only kWh meter I have seen that can vie with the accuracy of a utility company's dispensing meter is a power analyzer test instrument and you do not want to learn how much these things cost.
Ever drifting percentage of CEF would possibly describe things more accurately. Temperature must be factored. Let's say a 50% depleted battery bank will accept "X" amps at 10C. At a specified charging voltage. Then raise the temperature of the electrolyte 10C. Will the Charge Efficiency Factor change? How much is the differential (Delta T) CEF using the two temperatures with a 14.2 volt source as compared to 14.8 volts?
Differential CEF vs temperature must be considered when relaying on battery capacity metering (for battery management).
