I have hauled a 270# Vespa on the back of my DP for years. I use a $90 EBay scooter rack, no anti wobbler. I don't see what it hurts to rock a little.
I saw a scooter almost come off once when a moron in a class C tried to do a U turn
From a left only curbed turn lane and ran his back wheels over the curbs. The scooter shocks compressed and the front wheel bounced off the rack and he went down the road dragging the front tire on the pavement.
After that, I started tying the front wheel to the wheel channel and I use four ratchet tie downs on the handlebars; two straight down and two criss crossed and one on the rear.
I use nylon handlebar loops.
All snugged down very tight. Springs compressed.
