The ones with electronic switches often leak a small amount of current to the load when shut off, relying on the load of an incandescent lamp to pull down the voltage. If an electronic device (like cfl or led lamp)is the only load, weird behavior can happen.
Edit: The post above this one came in while I was typing. I'm essentially saying the same thing as beemerphile1, as quoted above.
