i had that generator
as i recall it has an "electronic voltage regulator" module , located under the ventilated slotted generator head cover,
when facing the front, that is the right side end
the most likely problem, is the field brushes are dirty/stuck and not making contact with the slip rings, also on that end of the generator head, the other possibility is the voltage regulator module is dead
check the brushes first
