That engine WILL "HUNT" when not getting enough fuel, I HAVE BEEN THERE, DONE THAT.
This engine uses the SAME carb design as a HONDA of the same size (196 CC) and exhibits the same clogged jet issue which IS NOT the symptoms the OP has reported.
OP has not indicated "hunting" nor have they indicated they NEED to set the choke partially closed or fully closed which is also an indication of this engine not getting enough fuel.
OP is able to get it to run with no load perfectly but with a PARTIAL LOAD the ENGINE STALLS. That is nowhere correct and normal for lack of fuel.
OPs VOLTAGE was ALSO running LOW at 119V with 60+ hz, has corrected the low voltage with the AVR (most likely not the problem and that is going to mask the real problem).
OP NEEDS to switch gen to 240V setting and measure BOTH 120V legs, I suspect that OP WILL find one of the legs LOW which will indicate a SHORTED COIL in the gen head.
The parallel mode on this gen takes the two separate 120V windings and PARALLELS them together.
BOTH WINDINGS MUST HAVE IDENTICAL VOLTAGE, otherwise the low winding will fight and steal power from HIGH winding. The result is the gen head will load up with no external load present and when an external load is connected it WILL be too much for the engine AND STALL THE ENGINE BEFORE IT SHOULD.
In 240V mode, the two 120V windings are placed in series and is not as critical, OP could "limp along" in 240V mode but would be limited to the max of each 120V winding breaker of 15A and will not be able to combine in 120V only mode to get the gen max.
If shorted coil, it IS A DOORSTOP as it isn't worth spending the money on a replacement gen head nor paying a motor shop to rewind the gen head.
Champions are kind of unique for the fact they they offer models that have this 120V only or 240/120V mode switch and this actually makes checking for a shorted coil a lot easier than a 120V only gen..
