thats not how i read it, ether kept it running. his engine did not like carb cleaner for some reason or he did it wrong, since it didn't change rpm when running or stalling.
OP did you pull the air filter and shoot directly into the intake?
that said the different voltage readings are interesting. but i would think if the windings are shorted, he would have the 1200w load the entire time. thus most generators won't start with a 1200w load on them right at start up, not even sure if you could pull the start handle. ( or does the field have to be energized at a certain rpm before it produces electricity causing the hold back?)
