I would suggest while in the 240/120V mode put one heater on one of the 15A outlets, wait for engine to stabilize, then add the second heater to the OTHER 15A outlet.

OR, for $20 you CAN buy all the parts and make one..
OR, you could mount a outdoor rated x4x box with two duplex outlets onto the side of the gen and run short jumpers to the existing 240/120V outlet..
OR, you could simply temporarily wire a couple of cords with 15A outlets (a couple of extension cord replacement sockets) to the terminals of the 240/120V outlet..
As far as your issue about the AVR, well, EVERY GENERATOR WITH AVR ONLY SAMPLES ONE of the windings including three phase gens. It IS how it is done.
If you take a good look at that schematic you WILL notice that the AVR is sampling from MW1 (winding 1) and the AVR connection is a TAPPED connection..
Yeah, have fit and blow a fuse, this will blow your mind, The AVR is only taking a FEW VOLTS AC from the entire 120V coil..
Yes, they are sampling a few volts, not 120V, then the AVR adjusts the rotor current to keep the small sample at the correct voltage..
The rotor current increase and decrease does affect the MW2 winding so it will go up or down also.
The ONLY issue is if you plug in a load ONLY on the MW2 winding it does not have the advantage of the AVR adjustments so the voltage may sag a bit more but hey, no biggy this IS how it is done on pretty much any 240/120 or even three phase gens..
Does not hurt the gen or the load.
Not sure why these two things got your shorts all bunched up, I basically laid out for free how to figure out if the problem is a shorted winding or not and have given lots of good free advice the OP can use to determine if it is fixable or if it is a doorstop..
