YES!! I totally agree! Aside from Salvo's link below, nobody has really suggested a PWM controller. Especially one that would be considered reputable, yet cheap enough to be a viable alternative to MPPT.

As mentioned before, your best bet is to connect panels in parallel and use a pwm controller.
