BFL's answer is the closest to realistic common-sense. Around 25 years ago I "deeply offended" an engineer at a battery OEM when his self-importance led him to start making some oddball charging profile statements.

Then the engineer will go on to write a protocol published or not for that company's battery care and maintenance. He relies on rote, borrowing information from other manufacturer's who may or may not be doing the same thing themselves. The folks who manufacture 2 volt cells have genuine testing labs. They have to.
Then into the middle of this parachute drops inquiries for construction and programming information recommendations for converters.
The only converter program designer I have personally run across that has a clue about how to deal with heavily cycled batteries is "Randy" at Best Converters. Never met the man, but his "Boondocker" makes more sense than anything else I have seen so far.
