Never EVER put all your trust in a single voltage amperage meter. When you suspect something is screwy VERIFY IT with a handheld meter, ammeters are inexpensive these days. If two meters agree then the issue is less doubtful.
Run voltage to negative checks all the way from converter or alternator output to the lead posts sticking out of the battery. A proper test has the batteries discharged and under maximum receptivity for charging. Fifteen minutes spent with a voltmeter can tell a person more about the charging system integrity than I can can shake a stick at. You may need a long a very long ground wire jumper with a crocodile grade meanass clip to attach to the charging source negative while you run down the line checking positives. Don't forget to check negative conductivity. Voltage drop seen in the negative side is just as serious as volt drop in the positive feeder system.
