Couldn't the buck converter fail in an MPPT controller and then it would pass through 30+ volts? Most controllers have all sorts of "protection" shut-offs.
My old ASC controller fried while I was doing some rewiring (I am a spaz) The trouble shooting using the manual showed that the blocking diode (for night time) was still working ok, but
- the loss of controlling at the high set-point so the battery voltage went higher (16-20v) was due to an "open FET"
-if the voltage remained low (2-5v) that would have been a "shorted FET"
