No, it will be in MPPT until it gets the batteries to the selected Vabs. Once it gets that done, the MPPT shuts off and it remains as a buck converter.
It is just that with a "12v" array the buck converter doesn't have much to play with between intake and output voltages to make amps from the output watts at whatever batt voltage is at the moment. So you might as well just use a straight PWM controller with no buck converter for the money, and get nearly the same amps.
Since it is always using the buck converter to make amps from watts the "MPPT" even in PWM Mode, is still vulnerable to getting lower intake watts (and so lower output watts)from a hot panel, so the straight PWM meaning no buck converter, could do better amps from that hot panel.
