I think you will find that a quality MPPT controller doesn't try to buck, if there is no excess voltage, it just passes thru the amps available coming from the panels

I wish Ken would jump in here, but my limited understanding is that a buck converter cannot just pass the amps through. It has watts in and watts out in all circumstances. It cannot have amps in and amps out. I could be wrong about that of course. ?
Mind games over what is meant by "lost" I agree that if you never had them you didn't lose them. But I think it is clear from the context that what is meant by "lost" in this case is in comparison with what you could have had.
When I get 13.5 amps with my MPPT when my PWM would have got me 14.5 amps, then I might say I "lost" an amp by using the MPPT. OTOH nobody seems to complain if you get 15.5 amps with the MPPT and you say you "gained" an amp :)
