I know for a fact that long standing error codes are given a hard time by the factory. There was a case in San Diego, which went to litigation and the owner partially lost which was his dime not Volkswagen's.
Dealerships have portable storage devices that store codes, can plug into a large diagnostic machine and this means the rig does not have to plug itself into a service bay.
D216 code. May be interpolated by a series of Technical Service Bulletins that not only lead to "the fix" but ancillary parts replacements within warranty that parts houses cannot lay their hands on.
This is like having a pineapple faced teenager at Wal-Mart try to diagnose an alternator problem that actually lies in the chassis harness and not in the alternator at all. And you pay full bore for the fumble.
