You're correct that I'll never see 14.4v and the long run is the reason but the battery used to be able to pull an acceptable charge from the converter so something has changed.

Your problem is your long wiring run for sure. Your batteries will never see that 14.4 volts. Find a place to install the charger within a few feet of the batteries and you'll solve your problem.
