As wa8xym said, lots of GFCI breakers are lit when they are tripped. The only way your breaker would be off and still delivering power is if it has shorted internally. Unless your wiring has been mofified and is not going to said breaker. Do yourself and favor and buy a
voltage detector you can just place it near the wires and it will tell you if voltage is present. It saves a lot of jolts to the ticker.
It sounds like you're getting power to the GFCI (due to being shocked). Try hitting yuor "test" button on the outleet and then reset it, I have a feeling you'l have power once again.
