Inrush current is maximum at the zero crossing point for the AC waveform which is periodic or cycles.
The max in-rush value is related to how much energy that can be dissipated, or safely turned into heat, for non-repetitive inputs which is the turn on, in-rush, or transient current.
The 20A rating is specified for repetitive, or steady state, or normal operation energy dissipation.
Both specifications are valid.
