The definition of the Watt is Joules/Second or the rate of energy delivery/consumption/transfer.
The 4.9 Watt device can dissipate 4.9 Joules/Second in steady state.
The 7.5 Watt device can dissipate 7.5 Joules/Second in steady state.
Since the voltage changes exponentially across the device, the peak (transient/instantaneous) joule rating is as important as steady state.
