If there's a problem with saturation or staircasing in the transformer, then the thermistor probably wouldn't go poof on startup. Saturation would be a design flaw (proper component selection and current limiting would prevent it) and would normally appear during heavy loading...so the converter would probably fail during operation, not startup.
Not sure I agree with that assessment, especially since in-rush in the core can be many orders of magnitude greater than steady state, but everything is just speculation without having it in hand and testing anyway.
The bulk capacitors can draw large impulse currents through the rectifiers as well, but this is averaged over a complete cycle at the input.
This is not the case with the inductance.
