Selection A is also my first choice. If we are worried about restarts, when the thermistor is low resistance, none of the options will help much. It might be possible to locate the discharge resistor on the caps and increase it. That slightly reduces safety, as it would take the caps longer to self discharge, but it would help the thermistor problem by keeping the caps charged longer - meaning the thermistor has less energy to pass on a restart to recharge the partially charged caps.
