Just an FYI, a DC meter reads average voltage values.
The average voltage for a full-wave rectified, unfiltered, sinusoid input voltage has the following equation:
Vavg = 2 x Vpeak / Pi
So the peak voltage would be almost 24 volts for an average value of approximately 15.24 volts.
The capacitor is on the AC side, so it is not polarized, and like you said does not filter the output voltage, but the battery will.
