All the 14-30R to TT-30R adapters I've seen seem to be intended for use with generators, so I'm not clear on whether they can also be used to adapt an electrical outlet?

Where is this outlet you want to use? Is it for a welder or something? Your pool pump?
Yes you can use that adapter. Internally only one hot leg is tied in.
I prefer the dog bone type..
