Converting NEMA 14-30R to TT-30R?

I have a NEMA 14-30R outlet that I'd like to use to charge my RV. Can I use an adapter such as this one?

All the 14-30R to TT-30R adapters I've seen seem to be intended for use with generators, so I'm not clear on whether they can also be used to adapt an electrical outlet?
