Amp hour capacity is not tested by any agency. The rule is not enforceable. Take a battery. Graph out amp hour capacity over a given length of time with X number of kWh transactions.
And yes, there are times when a lesser battery is the obvious choice. When usage is limited (kWh transactions), price is important and knowledge is applied that despite the best efforts, acid eats lead over a period of time. Can be compared to carrying around a generator that has a hundred gallon gas tank. Costs more. Never used or utilized.
The secret of course is the avoidance of paying a third less and getting half the utility.
