FWIW, cooper is near if not at the top of customer satisfaction for tire mfg.
Look at the sidewall and it will have a date code and mfg and location code. with that code you can look up where the tires are manufactured. Cooper makes quite a few tires in the U.S.
cooper has two U.S. mfg locations, one location in england and joint venture mfg location with Kenda in china
I don't have any personal experience with cooper tires, primarily because they don't mfg a high performance tire for my two sedans, nor do they currently mfg any studless winter tires.
But I know others who have run cooper tires on their trucks and been very happy with them.
