Voltage normally floats correctly at 13.7. If I shut the charger off, the battery stays at 13.7 volts for a bit then starts to drop slightly. I believe this is normal? Haven't left it overnight to see what it levels off at but assume it should level off at about 12.7?

12.7.. Actuually 12.6 but depending on the meter 12.7 us good,
Unless you know how to calibrate the voltmeter. Or have access to a calibration lab that can do it for you.. I'd call that Normal
Yes, two part question. Looked odd at first when I shut the charger off and the battery voltage stayed the same initially before it started to slowly drift downward. Thought it would have gone down much faster. Will disconnect the battery and let it sit overnight and see what it gets down to.
