Well, if he says "it's only money" for him and he's got enough of it, then price is not up for discussion.
The way how he did it though, shows how little he knows about RV installs, or how little he cares.
Honest professional wouldn't glue it to rubber, and wouldn't run a battery wire that long unless there was absolutely no other way to do this. Routing the wire 3 times shorter wouldn't increase the components cost by more than $50 (strain-reliefs etc), or his labor by more than a couple of hours.
22ft battery wire is not only a lot of amp-hours lost, but this is way too long to use without a remote voltage sensing. I don't see any provisions for remote sensing in this controller diagram. It means, the charging voltage will always be wrong - if you set it "right" on the controller, it will be too low on battery end, and if you set it higher then needed on the controller, it will be right when current is high, and too high when current is low.
This installer doesn't know or doesn't care what he's doing, IMO.
