Same breaks and same magnets all should draw the same current when breaking. Check that they are connected correctly. All breaks in parallel and no bad connections. Get the manufacturers manual on their breaks and see what the correct current draw is.
A quote out of the manual for my breaking system (AlKo) is:
If the amperage reading at 12 volts is
greater than 3.2 amps, the magnet should
be replaced per instructions on page 19.
If the amperage reading is lower than
2.8 amps, check battery charge.
3 amps is the normal current draw.
