Modern batteries have a polypropylene case. Setting them on concrete will only keep them cooler, hence, slower discharge. In the olden days, battery cases were made from different materials that allowed leakage of current to ground. That is no longer applicable.
Using a charger that will initially offer 40 amps or better of charge, you are looking at many hours to charge them. Using a small charger that only offers 10 amps or less, you will be charging for days to a full charge.
Again, once you have the batteries charged fully and electrolyte levels are OK, do an equalize procedure if you have the means. You may need to do a couple of equalization sessions to knock accumulated sulphate off the plates. Verify full charge with a hydrometer.
