Can one be shocked when plugging in the RV electrical cord in the rain, possibly standing in a puddle of water.

No, you won't be shocked if the pedestal is properly grounded and you follow the proper procedure of making sure the breaker is turned off before plugging in. If you're plugging into a "hot" outlet in the rain, it's possible, but unlikely, that the wet plug could create a current path to your hand.
